How fitting for Nolan's legacy.
Nuff said - it may be too late but John Herrick has one chance to revive the party - he needs to throw out the old timers who don't work and consult with those who have proven track records.
If he does nothing the party will never be the same as it was 10 years ago when the county and the party were prosperous.

His arrogance is appalling. Anouncing that he will over rule committee member votes if he doesn't agree with them.
Folks in the various Saratoga Committee's, he just shit on you. Are you going to allow that?
It's long overdue, the town chairs should introduce resolutions of no confidence and ask for Nolan to resign.
He's a poltical thug - the party he runs cannot attract new volunteers because of this thug.
Let's hope sane chairs like the Wilton chair will move to oust this third world dictator thug Nolan.

Jasper Nolan admits to budget process fraud.

He and his Republican Supervisors who made up a quorom of the board of supervisors developed a budget during several political caucuses in a clear violation of NYS open meeting LAW. Hopefully the TU and Gazette reporters will pursue this fabulous journalism that the Saratogian Reporter did uncovering this incredible violation AND getting Nolan to admit to it.
Nolan is confused (most people understand this) and seems to think that 3 men in a room is the comparison to what he did. It is not. WHY? Does Leigh Hornbeck even know?? Becauae 3 men do not a quarum make, however the entire number of GOP Superviusors in a meeting is a quorum thus when doing the county business in secret as Nolan did, it is a flagrant violation of open meeting laws. Perhaps Leigh and others should call Bob Freeman at the Dept of State and investigate.
Nolan must now resign. He cannot remain chairman with this major violation of law - he has lost any and all credibility. He has followed the path of Bruno and has become an unethical boss - He must resign and if he does not residents of Saratoga who Nolan plotted to raise their taxes should take him to COURT!

SARATOGA SPRINGS — After splitting their votes on the 2012 county budget, the city’s supervisors are pushing for a more in-depth budget process next year that would give the public additional insight into how their tax dollars are being spent.
The Board of Supervisors on Wednesday adopted a much-reduced $308.3 million spending plan for the coming year that includes a 3.5 percent property tax hike, the county’s first since 2003.
Saratoga Springs’ Republican supervisor, Matthew Veitch, reluctantly voted for the tax increase, but wants to see supervisors work harder to bring the tax back down. Democratic Saratoga Springs Supervisor Joanne Yepsen said she couldn’t support the budget because of the tax increase and the process used to devise the financial plan.
The adoption was the culmination of a roughly four-month process in which county officials slashed $16.5 million from initial department requests, proposed and abandoned a 1 percent sales tax increase and then made another $7.5 million in cuts.
But the public — and some supervisors — were only really keyed into that process for the last month or so. The budget wasn’t made public until Nov. 9, the day after Election Day, at which point all but one of the county supervisors who were up for re-election had safely retained their seats.
The county’s tentative budget didn’t have to be released until Nov. 15, so technically the county was early.
Still, there was a great deal of public backlash over the timing of the release, given the volatile nature of the changes, and several supervisors are now saying the process needs to be tweaked as the county prepares for another challenging year.
Yepsen and Veitch are among the supervisors who are now pushing for a more transparent 12-month budget process.
Yepsen criticized the county’s 19 Republican supervisors for hammering out most of the budget amendments during two closed-door caucuses rather than at public budget workshops. She claims the Republicans excluded the Democrats from the process and says that needs to change.
“All supervisors should be brought in to budget talks from the beginning of the process, regardless of political party, so that all constituents from each municipality have an equal voice in setting a proposed budget,” Yepsen said in a prepared statement.
Caucuses are called by party officials — not supervisors — and Saratoga County GOP Chairman Jasper Nolan defended the closed-door meetings, saying if closed-door budgeting is good enough for Gov. Andrew Cuomo, it’s good enough for Saratoga County Republicans.
“The governor closed the door, so if he can close the door and come up with solutions, then I think we can close the door. And we’ve come up with some successful conclusions,” Nolan said.
“I really feel that our caucuses are meaningful and that the transparency is there,” he added.

Veitch, while conceding the Republicans did discuss the budget and identify their solutions during two caucuses, said that doesn’t mean the talks weren’t beneficial.
He also said the Republican supervisors always provided the board’s three Democrats and one Independent with a summary of what was discussed and the financial impact of each of their proposed solutions. ?????

“Politics is politics,” he said. “You are in a political party. You’re in one or the other or you’re in the Independence Party. That’s the way it’d go if the board was (20) Democrats and three Republicans.” NO NO NO THIS IS A VIOLATION OF LAW
Waterford Supervisor Jack Lawler said during Wednesday’s adoption meeting that the Republicans are more than willing to listen to what every supervisor has to bring to the table.
Ballston Supervisor Patti Southworth, the board’s lone Independence Party member, backed that up.
“I never felt I wasn’t being taken seriously or my ideas weren’t being discussed,” she said. One of Southworth’s suggestions — to cut out 2 percent raises to part-time employees — was implemented.
Yepsen’s recommendations of asking for mandate relief and examining options with the Maplewood Manor nursing home and county landfill property are all things the supervisors are collectively considering. However, they are unlikely to be resolved by the county’s budget deadline of Dec. 20.
Veitch, however, said he hears what Yepsen is saying.
It certainly wouldn’t hurt the supervisors to hold more public workshops or a second public hearing, he said, and county residents should be able to access the budget online. That’s something officials in the County Administrator’s office said they intended to do this year, but it fell through the cracks as they worked on analyzing budget revisions.
Veitch said this is the first year the county has really had to struggle to balance its budget and it’s clear the current process doesn’t work when there’s significant work to be done.
That’s where Veitch and Yepsen agree. They want to see supervisors begin working on the 2013 budget in January 2012, not halfway through the year.
Nolan said the county Republicans have “already made a commitment that this coming year they’re going to start earlier.” NOLAN SHOULD RESIGN!
Veitch said the first time he saw a copy of the budget was Nov. 9 — the day it was released to the public — and Yepsen said the five-week review frame wasn’t nearly enough time to find enough cuts.
State law prohibits department heads from submitting their budget requests for the coming year — the first step in the process — prior to Sept. 1. Supervisors said a 12-month process could involve going over budget items with the department heads in greater detail to determine where money might be cut when budget season begins.
“We’re the ones that wind up on the line taking the yes or no vote,” Veitch said.
Several supervisors have said more time can only help the county, and Veitch indicated that lowering the property tax remains a priority.
“If we step up and actually follow through on the commitment we made to make this a 12-month process,” Southworth said, “we may not be in this situation come next year.”

Jasper Nolan calls secret illegal meeting: GOP in Panic
Nolan really goofed when he jammed the county water authority down the throats of the supervisors - the water project known as Bruno's folly which was designed to pay off contributors.
Global Foundries has mothballed the administration building in Malta telling construction workers to put a roof on it and cap it, seal it off. They cancelled an Abu Dhabi chip fab and problems in Dresden have forced AMD to outsource chip fab to arch competitors - Tiawan semiconductor.
Now this once agains threatens the financial stability of the county water authority which was in serious trouble recently from the poison water and missed cash flow. If Global Foundries isn't up and running the lack of water use will force the county taxpayers to fund the water authority as Nolan foolishly told the supervisors to guarantee the authority bonds.
What's worse, Maplewood Manor is one year away from crippling the county's once solid balance sheet. The supervisors are inept and afraid to either open, lease or sell the landfill

Jasper Nolan to use convicted criminals as role models
The e-mail was sent by Nolan today at 10:15am with the subject line:
Bruno to be at Grand Opening City Center (sic)
The e-mail was sent to ALL Saratoga County Republican Committee members in an attempt to get them to support convicted Bruno at this ribbon-cutting event on Saturday June 11th at 11am.
With so many politicians abusing their power, position and taxpayers - most recently Congressman Weiner - it's appalling that a party leader is trying to celebrate Bruno's appearance and attempt to get his committee members to attend an event with Bruno. Clearly Nolan is hoping that voters forget Bruno was convicted of crimes and Nolan wants to help Bruno rehabilitate his image and history of being a crook.
Putting these despicable people on pedestals sends the wrong message to our residents and our children.
Nolan has been Bruno's long time butt boy and is sickening that the Jasper and Joe road show is once again promoting themselves instead of hiding and retiring in peace away from folks who have simply had enough of their unethical practices.
Nolan is now a total joke, he's as sick as Weiner.

Saratoga County GOP chair Nolan ‘just got lucky’ on Pick 4
Will this winning cause an IRS audit? For years Nolan was provided a Jeep and questions surfaced as to whether or not he paid taxes on this perk.
Others are now speculating that this new windfall will allow Nolan to advance his committee into the 21st century.

GOP Town Chairman must begin rebuilding
Reform cannot happen until and unless there is new leadership at the top - County Chairman Jasper Nolan refuses to step aside. He remains because he cannot survive without his title. He is too old to rebuild this once highly successful organization. Under Nolan, the ethics of the party has suffered - we only need to look at Joe Bruno to see that.
Contact your town chairs and ask them to form a group to nominate a new county chairman who will be elected in September 2011.

Jasper Nolan: MAJOR ANNOUNCEMENT
Sources close to Nolan's close circle of insiders say that he is planning on announcing that he is considering retirement from the powerful chairman's position.
However, the sources say that he must be confused, or doesn't know what the current year is.
They say he will announce his retirement and will indeed retire very soon, in 2020 or sooner if he can no longer fog a mirror.
Claiming that he deserves to be chairman as long as he is healthy, he cites the chairman he replaced. He said the chairman he replaced served until he was diagnosed with brain cancer and that Nolan will stay on as long as his health allows.
Thus, Nolan's mental confusion and belief that he is chairman for life seemingly has not changed.
Where are the reporters, no, where are the GOP committeemembers who care?

His rumored campaign chairman was none other than Dale Kelley. Mr. Kelley's last campaign also resulted in a loss when he managed the 2007 CP Town Justice race.
Note to self: Don't hire Dale if you want to win an election.

TOP Republican challenges Jasper Nolan for Top Spot

The Clifton Park Town Highway Superintendent is telling people today that a public figure has openly challenged Jasper Nolan's leadership in the County.
In an ironic twist of fate, this person was once given a high level "patronage" job at OGS by Nolan but apparently even Nolan couldn't help keep this person's job when he mysteriously was rumored to have "moved on".
Nolan also recently supported this former town offical and assigned him the task of leading a "coalition" along with planning board chairman Steve Bulger and Town Republican Chairman Bob Wilcox. Their mission was to get Nolan cronies to join the town committee to get enough votes to oust the former chairman who never lost a GOP seat in town and was threatening Nolan's "County Chairman for Life" status.
These 3 Coalition leaders got 12 cronies to be appointed by Nolan and vote Wilcox into the leadership post and for that Wilcox was rewarded with a County Attorney's patronage job and the other two became Nolan butt boys preserving Nolan's leadership and contributing to more high profile Republican election losses recently which now threaten the party's long held dominance in the county.
The person pictured above and named by the Highway Superintendent is Dale Kelley. The information we received was that Kelley would resign from Nolan's county committee and join the town Democrats in supporting their Democrat candidate for town supervisor thus threatening Nolan's county GOP majority on the board of Supervisors.
We learned also that it's possible that a former Columbia County Democrat Chairman, posing as a Jasper Nolan Republican on the CP town Committee and very (very) close ally of Clifton Park's other town Supervisor Anita Daly is also interested in Nolan's job as county boss. However they plan to switch Daly's registration to the Democratic Party (ala Arlen Specter), challenge the Veitch seat in the Spa City with a Dem candidate and attempt to switch the county to Democratic majority dominance.
Many GOP County workers along with Nolan could possibly be thrown out on their rears - ironically, thanks to Nolan's buffoonery, along with his coaliton in Clifton Park, proving that the biggest threat to the GOP in Saratoga was Nolan himself.
So Who are these Nolan Coalition members?
Anita Daly openly campaigned for Kristen Gillibrand and is rumored to be waiting to switch her registration to Democrat to help create a position for a Democrat County Committee Chairman...
Marty Torrey, former County Democrat Boss turned CP Republican Committee man with his eyes on another County Chairman post, this time in Saratoga, was also an open supporter and contributor to Hillary Clinton.
Neil Weiner, former Vice Chairman of the town GOP committee and current member and CPWA (Patronage) attorney, had to switch his enrollment FROM being a Democrat.
Is this starting to look like a Trojan Horse?
All these Clifton Park Coaliton members made the decision to drink the Nolan Kool-Aid and it's killing the Republican Party -

MAY 15: JASPER'S LAST STAND

The Women's Republican Club Dinner will be held Friday May 15 at the Saratoga City Center.
Jasper has chosen his Master of Ceremonies for the event and will also award her the Young Republican of the year.
The recipient, pictured to the Left, is Elaine Kelly.
She and Jasper are continually invigorating the party and are bringing new technologies to the campaigns. Elaine's recogniton is partly because she restarted the YR's of Saratoga and feel they will be quite successful networking at the local Elks's Bingo nights.

Not to be forgotten, Chris Callaghan will be at the head table honored for dancing on the Tom Lewis Grave and given the award for "opportunist of the year" for kissing Jasper's behind hoping and praying Jasper will allow him to be his personal pawn and replacement as Chairman when Jasper turns 80 and Callaghan turns 70.
So much for change. So much for new blood. So much for out with the old and in with the new.
The Saratoga GOP is hell bent on continuing their failures and promoting cronies and older white men with no electoral successes.
JASPER NOLAN, PICUTRED TO THE LEFT,will continue to lead the Saratoga GOP into the toilet as his losses pile up like manure on a horse farm.
The absolute cowardice of people standing up and demanding his resignation CONFIRMS that the GOP is dead in Saratoga as the total absence of leadership has allowed Nolan to continue his failed campaigns.
The pile of manure on Nolan's resume is phenomenal and the lack of media scrutiny into his unethical organization is bizarre.

Jasper Nolan resignation petition circulated
Potential "signers" are being asked to print out a copy and pass it on to other like thinking party reformers who want to modernize the party.
The person who leaked the letter to the Saratoga Politics Blog intimated (hinted) that everyone will be encouraged to talk about the petition at functions until it creates the necessary mass and momentum to actually get Nolan to retire.
People have been intimidated by Nolan in the past and are hesitant to "go on the record" and realize that Nolan will not retire without being "pushed out" thus the petition was created to start the process of reform in a respectful fashion.
An Open Letter to Chairman Nolan
Dear Chairman,
Last week, Saratoga County Republicans experienced another round of unexpected losses. Following years of setbacks in Republican strongholds, we saw the upset defeat of our city court candidate in Saratoga Springs, while Barack Obama carried our county and the party's hand-picked Congressional candidate lost it by the largest margin in memory.
The results of the 2008 elections were a clear warning. The ability of a liberal Democrat like Barack Obama to win countywide is the clearest testament to date of the failings of our current leadership and the collapse of our credibility with the voters of Saratoga County. Next year, we will undoubtedly face a Democrat effort unlike any we have seen before. Emboldened by their victories, with greater resources and newer technologies at their disposal, we can expect the Democrats to launch serious efforts against virtually all of our Republican candidates on the 2009 ballot.
For our own survival, we believe it is imperative that the county party come under new leadership. We need a chairman capable of putting forth a new strategy to reverse our fortunes and to withstand this onslaught. We need a chairman who can adapt our organization to utilize emerging technologies and to respond to the changes our county is undergoing. Most importantly, we need a chairman who can renew the image of the Republican Party in the eyes of the voters.
We make this statement with the utmost respect for your years of service and the many victories you have led us to in years past, and we know that you share the same commitment to guaranteeing the future of the Republican Party in Saratoga County.

Jasper Nolan says he will RETIRE based on race outcome
Jasper Nolan will retire if he cannot win the Treadwell race decisively. He has set a goal for the campaign and his organization.
If Treadwell does not win by a margin of 55% to Gillibrand's 45% ( or better) Nolan has indicated he will step down on election night.
This might explain why the RSVP's for the election night rally have grown from a handful to hundreds.
It is thought that potential replacements for county chairman will be working the room garnering support and testing the waters.
